A study was carried out in Nieuwleusen to assess whether a charging hub for electric trucks, vans and construction equipment could be developed on the De Grift and De Meele industrial estates. The initiative responds to the growing electrification of heavy and medium-duty transport and the increasing demand for suitable charging infrastructure on industrial sites.
Due to grid congestion, a standard grid connection will not be available in the area for the foreseeable future. The study therefore focused specifically on the feasibility of connecting the charging hub to a local wind farm and solar panels on the rooftops of businesses.
The project commenced in February 2025, aiming for a comprehensive feasibility study into the technical, spatial, financial and organisational viability of the charging hub linked to local wind turbines and solar rooftops. The study was completed in July 2025 and provides the basis for any next steps towards realisation.

Ventolines played a key role in carrying out the feasibility study for the charging hub on the Nieuwleusen industrial estate. On behalf of a core group of local businesses, the council and energy cooperative Synergie Nieuwleusen, we assessed the technical, spatial, legal and financial viability of the initiative.
We mapped out various scenarios for expected charging demand and energy supply – including connection to locally generated wind and solar energy. We also explored potential sites, connection options and the indicative costs and revenues of the project.
The findings give all parties involved a clear picture of the opportunities and key considerations for any potential next step towards delivering the charging hub.
Due to grid congestion, businesses in the area are unable to upgrade their connections or apply for new ones. This creates issues, such as the charging of electric vehicles. For this reason the study explored whether a charging hub could be connected behind the meter of the local energy cooperative’s wind turbines, allowing locally generated renewable electricity to be used directly in the area.
The study also looked at whether generated output from new or existing solar panels on business rooftops could be used to power the charging hub, and assessed the potential role of a large-scale battery for storing energy during periods of high wind and solar generation and releasing it when generation is lower but charging demand remains.
To this end, the availability of electrical energy at the charging hub was analysed, legal options for a behind-the-meter connection were set out, potential sites were assessed from a spatial planning perspective, and a business case was developed. The study concluded that a charging hub connected behind the meter of the wind farm is feasible, subject to certain conditions.
The client group comprised a number of local businesses and energy cooperative Nieuwleusen Synergie. The municipality of Dalfsen was also involved, as were BAM and Windmatch, who contributed their expertise. Forsyn acted as process coordinator throughout.
