Elwind is a large-scale offshore wind project in the Baltic Sea that contributes to making Latvia and Estonia more sustainable. The project involves the development of two wind farms with a combined capacity of between 1 and 2 GW, connected to each other via an interconnector. Together, these projects represent a significant step forward in the region’s transition to sustainable energy.

The Investment and Development Agency of Latvia (LIAA) is the client, with the Environmental Investment Centre of Estonia (KIK) as an involved partner. Drawing on our technical expertise, we are supporting both organisations in their ambition to integrate renewable energy at scale across the Baltic region.

Preparatory studies
Up to 2021

The technical, ecological and economic feasibility of potential wind areas is assessed.

EIA / Environmental studies

Environmental impacts are being assessed to support the permitting process.

Our Contribution

Ventolines supports LIAA and KIK in preparing the tender for technical and environmental studies for Elwind. Working alongside ERM and local partner Firma L4, we are contributing expertise in development and contracting.

Our work covers the technical scope of the project, including drawing up specifications for various offshore environmental impact assessments (EIA), supporting the client in responding to questions during the tendering phase, assisting with the evaluation of tender submissions, and providing guidance throughout the execution of the studies. We have also developed the technical requirements for the scoping studies, the pre-FEED and FEED phases, and the connections to the offshore and onshore electricity grid, including the planned interconnector between the two wind farms.

Impact

The project is currently in the development phase, during which the technical and environmental frameworks for the future tenders are being established. This phase lays the groundwork for the technical studies and environmental impact assessments needed to move the offshore wind farms forward.

Elwind contributes to building a reliable and sustainable energy system in the Baltic region. The combination of technical innovation and cross-border collaboration between the two countries creates a solid foundation for the continued growth of offshore wind in Northern Europe.
