A large-scale battery energy storage system (BESS) is currently being built on the Westermeerdijk, in the Council of Noordoostpolder: NOP AgroBESS. This initiative by NOP Agrowind forms part of the wider Energieopslag Westermeerdijk development area, which has capacity for several battery projects.
Development of NOP AgroBESS began in 2023, led by NOP Agrowind, and carried out in close collaboration with the Council of Noordoostpolder, Waterschap Zuiderzeeland, TenneT, suppliers and other stakeholders. A significant milestone was reached in October 2025 with the achievement of the Financial Close. Construction is now well under way, and completion is expected (late) summer 2026.
Ventolines has supported NOP AgroBESS from development through to the Financial Close, and currently continues to guide the project through the construction phase.
In the lead-up to the Financial Close, we handled the necessary permits and associated legal support, contracting for both the battery system and the export cable, coordination of the grid connection, technical coordination with suppliers, and the scheduling and integration of the implementation within the existing wind farm. We also drafted the offtake agreement, the land agreement and the tolling agreement, and managed stakeholder communications with all relevant parties.
The relatively short timeline to Financial Close and Commercial Operation Date required close coordination and efficient collaboration. Through this integrated approach, the project has been placed on a firm footing and successfully brought to Financial Close.
In the next phase, we will continue to support the project through technical guidance during construction. We will carry out all technical roles, manage the EPC contractor, monitor permits, organise integration with the existing wind farm, handle stakeholder coordination, and deliver the shared facilities such as fencing, landscaping and access roads.
The battery, with a capacity of 49 MW/196 MWh, is being built alongside the TenneT Westermeerdijk substation and connected to the transformer station of the adjacent NOP Agrowind wind farm. Through this connection to TenneT’s 110 kV grid, locally generated wind energy can be temporarily stored and fed flexibly into the high-voltage network at a later time.
Construction of NOP AgroBESS began in the fourth quarter of 2025, with completion expected by the end of 2026. With a total of 56 batteries, the system contributes to balancing the electricity market and strengthens the reliability of the Dutch energy system.
