Windplan Groen is the largest of four large-scale wind energy projects in Flevoland and was officially commissioned on 28 March 2024. The project comprises 11 wind farms with a total of 86 wind turbines, delivering a combined installed capacity of 515 megawatt – generating around 1.8 billion kilowatt-hours of renewable electricity per year. The project area covers a large part of eastern Flevoland. With rotor diameters of 164 metres and tip heights of up to 250 metres, the turbines are among the tallest in the country.

Our Contribution

Ventolines played a key role in bringing Windplan Groen to life. We brought together the initiators of the individual wind farms and ensured that the agreements between them were properly documented. We were also responsible for obtaining all the permits and consents required to build and operate the wind farm, managed contracting for nine of the parks and oversaw construction for five. Moreover, for eight of the parks, we developed the central connection point to the high-voltage grid: the Closed Distribution System Green (Gesloten Distributiesysteem Groen, GDG), which was officially commissioned in March 2023.

Ventolines remained involved in Windplan Groen following completion. We took on the asset management for five of the wind farms and actively worked on improvements such as those regarding shadow flicker and obstacle lighting, where lights operate only at night and when approaching aircraft are detected, using an Aircraft Detection Lighting System (ADLS).

With an installed capacity of 515 megawatt and an annual output of around 1.8 billion kilowatt-hours, Windplan Groen makes a substantial contribution to the Netherlands’ national climate targets. The wind farm produces as much electricity as all households in the province of Flevoland consume combined, which makes it a genuine milestone in the Dutch energy transition.

Impact

The initiator of the project is Windkoepel Groen, a collaboration between local residents and businesses. This association, working together with various public authorities, developed a single, comprehensive plan. More than 80% of the farmers and residents in the area are owners of Windplan Groen – meaning over 400 people are directly involved in the development and ownership of the wind farm.

One of the initiatives within this partnership is XY-Wind, set up by farmers in the area of Biddinghuizen. XY-Wind involves the construction of 10 to 15 wind turbines with a total installed capacity of 30 to 40 megawatt, contributing alongside the other parks within Windplan Groen to the implementation of the Regional Wind Energy Plan of the province of Flevoland and the council of Dronten.
