On 12 April 2023, the Dutch Council of State issued its ruling on the expansion of the Delfzijl Zuid Wind Farm. In this case, brought forward by a number of appellants, the Council of State assessed whether the competent authorities (the Province and Municipality) had correctly incorporated project-specific environmental standards into the zoning plan and environmental permit.
The ruling confirms that the Council of State has upheld both the zoning plan and the environmental permit for DZZU, including the project-specific environmental standards that were established for the development. As a result, the planned expansion of the Delfzijl Zuid Wind Farm can proceed.

The ruling is positive news for the delivery of this project and for other renewable wind energy projects in the Netherlands, as it provides greater clarity regarding the environmental standards applicable to wind farm development. Ventolines will continue to work closely with municipalities, local communities and other stakeholders to deliver new wind energy projects in the best possible way.
The ruling is also encouraging news for the energy transition and for the implementation of the Dutch Climate Agreement. There is still a significant journey ahead to achieve a sustainable, accessible, reliable and, above all, affordable energy supply for everyone. The Delfzijl Zuid Wind Farm Expansion is one of the renewable energy projects that can contribute to the Climate Agreement’s objectives in the near term.
